A meeting of high level government officials and face-to-face negotiations with convicted pedophile Dennis Ferguson have so far failed to convince him to move out of his public housing unit in Sydney.

The 61-year-old has been living in Ryde for the past two weeks but is under pressure to move on after residents learned of his past on the weekend.

Mr Ferguson was run out of several communities in Queensland after completing a 14-year jail term there, and has also changed address since relocating to NSW.

He was jailed for 14 years in 1988 for kidnapping three children and sexually molesting them in a Bri*****ane motel.

A suspected unlit molotov cocktail was found outside Mr Ferguson's home on Tuesday night, after Housing Minister David Borger said the government did not have the power to remove him from the area.

Department of Housing representatives held lengthy negotiations with Mr Ferguson at his unit on Wednesday.

The government also held a crisis meeting with senior public servants from the departments of the attorney-general, housing, police, corrections and fair trading to discuss longer term options.

"The government is working to reach an agreement from Dennis Ferguson as soon as possible," Housing Minister David Borger said in a statement.

Compensation for any relocation may be the sticking point in negotiations, with Mr Ferguson telling the ABC on Wednesday morning that any attempt to remove him would be costly because he would seek compensation.

Mr Ferguson said he would not just bow to community pressure.

"There's no way I will move out of here, the only way I'll move out is in a pine box," he told the Seven Network.

"Then if that's the case, then Nathan Rees has ordered my death and approved it."

He said he isn't attracted to children and doesn't know where the local public school is.

"I'm not interested in your family, I'm just living my life and that's the end of (the) story.

"I'm not hanging around the area, I'm not following kids in the area."

Mr Ferguson says he's willing to stick out escalating protests from neighbours.

"They get tougher and I get carried out of here having been murdered condoned by the state government.

"If it gets me killed, it gets me killed."

Furious neighbour Sean Killgallon delivered a replica coffin to Mr Ferguson's front door within hours of his comments but denied it was a threat.

"He said the only way he's going is in a pine box so I went and made him a box and knocked on his door and said we're a caring community, here's your pine box," he told AAP.

Throughout the week, Mr Killgallon had been a vocal opponent to Mr Ferguson moving in, four houses down from his own residence.

Opposition justice spokesman Greg Smith said he wanted to know how Mr Ferguson came to be living in NSW.

"We'd like to know who's been making arrangements with the Queensland police or government other than ministers or police commissioners," he told reporters.

"It's a disgrace that they've allowed that to happen and if any senior public servant has allowed that to happen without permission from his minister, I think that person must be in trouble."

"I think it's a Queensland problem, not a NSW problem."

Police Commissioner Andrew Scipione called for community calm on Wednesday amid plans to hold a public meeting about Mr Ferguson's housing arrangements on Thursday.

He said people had a right to protest, but not to take matters into their own hands.

"My message to communities is this: Please, exercise some calm in this. Don't take the laws into your own hands," he said.

"Let the police work through with other government agencies to come up with a solution to what ... has been a highly emotional situation that we're dealing with right now."
