The revised visa bulletin confused a lot of people. Just try to help people here to make it clear:
The precondition is - if CIS officially announces that they will not accept I-485 filings effect from today. All applicaitons will be returned if received by CIS today.
1. You can still file I-140 if it is ready to file. You need to wait for your priority date becomes current again in order to file I-485. It is not necessary be in October. You have to wait to see October Bulletin which priority date will be open for October.
2. You cannot file I-485 either concurrently or seperately if I-140 filed before.
3. This is only for Employment Based filings, no matter you are under which preference. ALL CLOSED.
4. You still can file I-485 if your application is based upon family petition.
THEREFORE, you should still try to get everything ready to file today if CIS will not annouce anything following by State Department annoucement.
