我是NIW 140 和485 concurrently file to NSC,(delivered on 7/2).
140 收到receipt. 485 今天被退回， 说要'

require a derivative petition be filed on behalf of the beneficiary. This petition may be one of three form: a Form I-140 concurrently filed with the I-485. if the derivative petition for your I-485 is concurrently filed with the I-140, a corresponding form I-787 receipt notice is required.......
You may re-submit your application with the aforementioned supporting documentation and any required fees to your local CIS office for further processing....

问题1. 既然是140 和485 一起递的, 问什么还要140form?怀疑他们搞错了.
问题2. 补完材料, 寄到哪里? NSC 还是local CIS office?
