各位大侠及小白兔：
我的一个朋友的孩子在美国读书，该孩子22岁，大学3年级，仍然是H-4直到2009年，
为了保险，他们有在学校申请了F-1， 同时交了160元的手续费，因为一份INS的回
复信没有发，INS移民厅通知F-1申请从此被拒绝，
The application is considered abandoned,
....
As of this date, there is o record of a response to that request, therefore, it is ordered by the Director of the MA service Center, that the application is denied due to abandonment.
请问大侠任何处理？？
还有希望再次申请或者重新开启此案吗？？
