Pijiang Xiaobaitu: is 140 subject to priority date? Newnew20082008-01-03 02:09:05

EB2 140/485 got transferred to local office in Sept 2007, made a appointment through Infopass, but the officer insist that 140 is subject to priority too???? Do you have any references to help me counter her argument? Confused and pissed!
