移民局在 2/4/08 的一个 Memo 中说："Where the application is otherwise approvable and the FBI name check request has been pending for more than 180 days, the adjudicator shall approve the I-485, I-601, I-687, or I-698 and proceed with card issuance." 这样，即使 NC 不能及时完成，也拖不过 180 天了。
问题是，申请人怎么才能知道自己的 NC 是从哪一天开始的，进而推出 180 天的期限？
虽然从移民局的 I-485 手册上知道，NC 始于 File Management 阶段，应该也就是在 I-485 的收据同期。但是，具体的是哪一个日子，却是在云雾之中。
