感谢老师的回答，简单说下，我的H1B今年第一次申请，没有transfer，之前没有approve或者是denial；也就是说没有任何决定。在12.22说我的case reopened；非常奇怪。

但是今天律师终于放假归来，然后把那个notice给我发了过来；
H1B case reopen的信；但是它的内容非常简短；上面除了姓名，case编号以外，只有如下语句；

After review, we have reopened the above application or petition, or reconsidered the decision previously issued. You will receive a notice under separate cover once all action has been completed.

律师给我回信说，他的猜测是

The notice that their website references came in the mail and has no helpful information on it. What I suspect happened - which is why the case is still pending at the USCIS- is that in their system they accidentally closed the file - which is why they have published a notice saying they have 'reopened' the case.
