-had better do it 2 to 3 months later after she enters US. Also she has to convince USCIS that she has no immigration intent, otherwise her F-1 will not be approved. So, she may change her status to F-1 first and marry you later (at least file the F-1 application first, then marry you).

But had better wait for a couple of months to file change of status from B2 to F-1 in case USCIS think she wants to be a student before she enters US (if so, she needs to get the F-1 visa, not B2).
