美国国防部发言人柯比（John Kirby）14日在访谈中说，俄罗斯总统普京每天都在乌克兰边界附近增派军队并加强战力。 柯比说，“这些军队不断增强战力，不断加强战备。他们正在演习，所以我们认为，普京一旦决定动武，他可使用的战力和选项很多”；并说，美国不排除俄国发动网路攻击的可能性。
柯比表示，就在刚过去的这个周末，俄国就增加了乌克兰边界附近和白俄罗斯境内的驻军，尽管俄军与白俄军队的联合演习已有部分结束。
