Lieutenant General Sir Jim Hockenhull continued: “This includes sightings of additional armoured vehicles, helicopters and a field hospital moving towards Ukraine’s borders. Russia has the military mass in place to conduct an invasion of Ukraine.”

另外,针对俄罗斯宣称在乌克兰边境地区的部分军队已开始撤离,法国外长勒德里昂今天指出,在俄罗斯宣布已撤离部分军队后,在乌克兰边界附近的俄军数量和之前一样。勒德里昂向法国参议院表示,"俄军数量仍一样多,演习正在继续"。
而北约秘书长斯托尔滕贝格也指称,俄罗斯军队及坦克车来回移动,不等于撤军的证据。他并表示,北约可以依据卫星影像证明俄罗斯并没有从乌克兰边界撤军。斯托腾柏格在为期两天的北约防长会议一开始告诉记者:“我们看到的是他们增加军队数量,更多的部队正在(往乌克兰边境)路上。”
另据路透社报道,爱沙尼亚对外情报局周三表示,俄罗斯继续将军队移往乌克兰边界,可能对乌克兰发动"有限"军事攻击。爱沙尼亚对外情报局首长马兰(Mikk Marran)指出,俄罗斯的攻击将可能包括导弹轰炸,并占领乌克兰"关键地带"。
马兰并提及:"我们现在的评估是,他们(俄罗斯)将避免住有众多人口的城市,因为要掌控这些地区需要大量军力。"马兰也指称:"但还无法明确了解,俄罗斯军队可能利用什么途径(进行攻击)"。
