另外，针对俄罗斯宣称在乌克兰边境地区的部分军队已开始撤离，法国外长勒德里昂今天指出，在俄罗斯宣布已撤离部分军队后，在乌克兰边界附近的俄军数量和之前一样。勒德里昂向法国参议院表示，"俄军数量仍一样多，演习正在继续"。
而北约秘书长斯托尔滕贝格也指称，俄罗斯军队及坦克车来回移动，不等于撤军的证据。他并表示，北约可以依据卫星影像证明俄罗斯并没有从乌克兰边界撤军。斯托腾柏格在为期两天的北约防长会议一开始告诉记者：“我们看到的是他们增加军队数量，更多的部队正在（往乌克兰边境）路上。”
另据路透社报道，爱沙尼亚对外情报局周三表示，俄罗斯继续将军队移往乌克兰边界，可能对乌克兰发动"有限"军事攻击。爱沙尼亚对外情报局首长马兰（Mikk Marran）指出，俄罗斯的攻击将可能包括导弹轰炸，并占领乌克兰"关键地带"。
马兰并提及："我们现在的评估是，他们（俄罗斯）将避免住有众多人口的城市，因为要掌控这些地区需要大量军力。"马兰也指称："但还无法明确了解，俄罗斯军队可能利用什么途径(进行攻击）"。
