There are 3 routers R1 R2 R3 Ciso 1600.They each have loopbacks L1
172.16.21.1, L2 172.16.22.1 L3 172.16.31.1

We should have a named access-list that denies telnet and ping from
from L3 to L2 and L1.
You should always be able to telnet and ping to serial interfaces on
router R2 from any source.
You should also be able to telnet and ping to L2 and L1 from any source other than L3
