Integration of management systems

Continuously improving organisational structure contains three main aspects: Quality management, Environmental management and safety management.
The three systems are subject to a system logic which defines an organisational structure in terms of resources, responsibilities and procedures.

Most of the organisations realise the key competitive factor in future is integrated management. The paper introduces a IMS (Integrated management system) guide for small - medium organisations to use the EMS (environmental management system).

The paper firstly defines the term of three systems. Then it introduces the IMS policy for three systems. Furthermore, the paper outline some criterias of three systems and analyzed them in both internal and external. Also Policies are set to three systems in terms of information, communications and management review.

Only few small or medium organisations adopted EMS since its emergence seven years ago.

My questions for the discussion are:

1. In terms of use the IMS guide for EMS system, what sort of personnel will be involved? (E.g. CEO, CIO)

2. What is the reason for "only few examples of integrated management system in small enterprise"?

3. Small to Medium enterprise, to evaluate and determine the weakness of IMS needs actions of improvement. What sort of actions are needed?
