My friend got an admission to graduate studies in Canada with 4,000 CAN$ scholarship. However, his visa application was refused. The refusal reason was quoted as" You have not satisfied me that you have adequate funds available to you for your expenses while in Canada and that you will be able to return to China".

Poor guy (my friend) cannot totally understand this sentence and asked for help. I read this sentence for several times and still found it very strange:

Does it mean that my friend does not have enough money for staying in Canada and paying air-ticket to return to China? OR

My friend does not have enough money for staying in Canada. Furthermore, my friend has immigration intent.

Your suggestion will be greatly appreciated.
