If the backlog of EB1,2,3 were true, it would be better to submit your application before Oct.1 even with incomplete package so that you can apply for EAD and AP. If your application is incomplete, you can always submit supplemental materials upon USCIS's request. But if you did not submit before 10/1 and the rumor were true, you could not submit 485 until the visa is available. The consequence is that you may not be able to apply for EAD and AP. I have a complete package for EB1 and NIW application. If you need that now, I am willing to give it to you at a much lower price. Actually, I should give it out for free. But it will be unfair to people who have used it. If you are thinking I am making money out of this situation, you do not need to buy it and you can even persuade other people not buying it.
