I-129W still need? lwj11172003-11-24 20:11:00

Hi, Everyone:
I am going to apply H-1b. After Oct1, there is no $1000 additional fee. Do I still need to fill the I-129W which is used for that filling fee exemption?
Anyone with recent H-1 application experience, please help.
