help getting visa to mexico 199172005-11-08 19:11:59

I'm on H1B and my stamp has expired. According to mexico law, they need a valid US visa stamp to grant a mexican visa. This is wierd. I just want to visit for vacation. How do people go there to apply for a us visa in the first place?
