Go back China with H1B status and I140 pending tianbai2005-12-07 15:43:37

Is it very hard to apply H1B visa in Shanghai with I140 pending? I have been in USA for 7 years, changed from F1 to H1B, and never been back. What is the chance to get H1B? How long it will take for background check?
