Anybody had experience of applying AP through local office?

My AP approved and sent out from TSC on 11/02/05 based on pending 485 (NIW). However, never received after one month passed.
Want to go back China soon. Can I reapply through local office? Or, do I have to send to TSC? Any idea?

Please anybody having such experience share your information and many thanks!
