OPT will expire in the end of June of 2006. now need process H1B since the CAP is approaching being reached. (1) Can I file application for starting the H1B from the begining of June of 2006, that is, just exactly when OPT expires? (2)and do I need process by premium procedure which I need pay $1000 by myself? someone say it is unnecessary because as long as I file the application to USCIS and get the receipt from USCIS I have already occupied one quota. Is that correct? (3)If the H1B approved, can I change job and apply for another H1B (assume the CAP not be reached) or transfer the H1B (assume the CAP be reached)before June of 2006, that is, before the H1B takes effect?
