Recently, I got NIW REF from CIS. Anyway, please give me some suggestions, or any sample letters that you think might be helpful. I attached the major points from my REF for your comments.

If the petitioner wishes to receive an exemption of a labor certification, the petitioner must submit persuasive documentary evidence that the exemption would be in the national interest. As submitted, the evidence is insufficient to clearly demonstrate that exemption would be in the national interest. The petitioner is therefore offered an opportunity to offer additional support for its application for the exemption.

From a review of the petition, it appears that the beneficiary has demonstrated significant experience and expertise as a Research Scientist in the fields of Drug Design and Discovery. However, the petitioner's claims that a waiver of job offer is "in the national interest" are, in this case, mostly general in nature. Most of the submitted supporting letters appear to be from associates, professors, employers and/or colleagues in the petitioner's field and are more akin to "reference letters" than to testimonials to his individual potential to benefit the country on a "national impact" level. It is unclear, from the documentation submitted, how the petitioner specifically intends to utilize his experience and abilities-- more than any other individual among other highly qualified research scientists in the field--
toward the prospective national benefit of the United States. What are the beneficiary's specific plans? How will his continued or future employment in this field accomplish these goals on a national level?

PLEASE SUBMIT MORE SPECIFIC EVIDENCE TO DEMONSTRATE THAT THE GRANTING OF THE BENEFICIARY’S WAIVER REQUEST AND E21 PETITION WOULD HAVE A SIGNIFICANT IMPACT ON HIS AREA OF EXPERTISE—ON A NATIONAL LEVEL—AND THAT HIS PROPOSED WORK WILL SUBSTANTIALLY BENEFIT THE UNITED STATES TO A GREATER DEGREE THAN THE WORK OF OTHERS IN THE FIELD. SUCH EVIDENCE MIGHT INCLUDE THE FOLLOWING:

1. CURRENT letters of affidavits from RECOGNIZED GOVERNMENT OR BUSINESS/COMMERCE/MANAGEMENT ORGANIZATIONS AND/OR RECOGNIZED MAJOR AGENCIES OR
ACADEMIC INSTITUTIONS verifying that the beneficial effect of the beneficiary’s PROPECTIVE employment, by exceeding that of any other well-qualified, experienced and highly skilled researcher and scientist WILL benefit the United States on a NATIONAL LEVEL.
Such testimonial letters should be from significant organizations, such as (examples only): NSF, AAAS, ACSH,NIH, AMERICAN SOCIETY FOR BIOCHEMISTRY
& MOLECULAR BIOLOGY…

2. A letter form the beneficiary’s current or prospective employer on official company letterhead and signed by a upper level official of the company
detailing the job duties and responsibilities of the beneficiary and how the fulfillment of such duties will benefit the United States on a NATIONAL LEVEL.
