I am totally confused about who should apply for I-131, which is for re-entry of US. I thought if people who had a conditional residence permit or permanent residence card don't need such thing. But after I read the instruction posted in the website, it seems to me that even with a green card or conditional green card, people still need to apply I-131 before leave US.
Could anybody who have the experience give me some advice? Thank you very much. I am about to submmit all the forms.
