I hold P.R. China passport, but come US from UK. Does anyone can kindly supply the information about the tax exemptian treaty with China? How to get three-years tax free?

I went to the payroll office of our school, taking my passport with me. But they asked me to have two letters for the tax exemption. One is the letter from China, stating I am the tax residence in China. One letter from UK, stating I am not the tax residence in UK.

How can I get the three-years tax free?
