My application for labor certificate has been forwarded to Regional Certify Officier in Philadelphia, but I have not received a case number, is this normal? (I have a friend who got the case number one month after his application was forwarded to the Regional Certify Officer, now he has already received the labor certificate. We both filed the application almost at the same time.)
