xiaobaitu and other expert: H4 to J1, can ask the J1 waiver late 晓雨2006-06-11 17:19:31

I am holding a h4 now, if i change to J1 visa,
1.Can i get J1 waiver later on ( someone told me that it is difficult to get J1 waiver if i switch from H4 visa, and chinese embassy may not accept the waiver requirement since i did not arrive in usa with J1 visa at begining)?

2. Can i change the status to J1 inside USA or i need go outside to get the J1 visa?
