there would be not enough application with qualified PD next month if we say visa bulletin moves over 2005 Sept. Because either NSC or TSC approved few 140 after 2005 Sept., they had a BIG vocation.
But after they find this problem maybe after two or three months (USCIS always corrects their mistake after it happens seriously), from 2005 Sept, we can expect all 140 would be easily got approved even without thinking within weeks!
It is the way of USCIS working! Always rediculous
