I am preparing for the RN license test, I got my Associate of Science in Nursing in XXXXXX University .But I am a foreigner on H-4 visa, I dont have social security number(SSN) .According to the policy of Indiana State Board of Nursing, whose website link is http://www.in.gov/hpb/boards/i*****n/examinfo.html. At the bottom of this page, under the Notice "Your Social Security Number is being requested by this state agency in accordance with Indiana Code 4-1-8-1. Disclosure is mandatory, and this record cannot be processed without it." So I can't take the RN license test without the social security number(SSN). "SSA will currently issue SSNs to non-citizens who are not otherwise eligible for SSNs for the following nonwork purposes:
- A Federal statute or regulation requires that the alien provide his/her SSN to get the particular benefit or service; or
- A State or local law requires the alien to provide his/her SSN to get general assistance benefits to which the alien has established entitlement.
Under these circumstances the application for an SSN must be accompanied by documentation from the appropriate government entity explaining the need for the SSN. The documentation must be dated and on letterhead stationery. It must specifically identify the non-citizen, the nonwork reason for which an SSN is required, the relevant statute or regulation, and the name and telephone number of an official to contact so that the information provided may be verified. It should state that the non-citizen completed all the requirements to receive the benefit/service except for an SSN.

According to the above rules of Social Security Administration, I think I am eligible to apply for a social security number.

The non-work reason you provided of not being able to take an "RN license test" at XXXXXX University is not a valid reason for us to issue a number to a person in the United States on an H-4 Visa. Likewise, the information you quoted from our regulations as to when a number can be issued to non-citizens does not cover the reason you gave.
Individuals seeking a Social Security number who are not U.S. citizens must present at least 2 documents that establish age, identity and alien status to get a card. An H-4 Visa does not authorize you to work in the United States. In some instances, we can issue a Social Security number to people who are here lawfully AND need the number for a valid nonwork reason. Unfortunately, trying to obtain insurance is not a valid reason for us to issue a number.
I suggest that you contact the Bureau of Citizenship and Immigration Services, (BCIS) formerly Immigration and Naturalization Services, to discuss how to change your alien status. Once you have obtained the necessary forms from them, you may submit them to our office for review so we can determine if a card can be issued.”
