上次在这里询问过办理旅行证的事情，得到大家的帮助，十分感谢。
但是又又新情况了。那次interview以后，要求我朋友办理护照或旅行证，我朋友在4天内火速办理了旅行证并寄去在UK的immigrant visa branch，但是过了几天收到这样一封信，连同旅行证一起寄回来的：
We regret to in you that the priority date for your immigrant visa category has been retrogressed by the US Congress. We will contact you when we receive notification that your proirity date is once again current, which we believe will be in the new fiscal year (October 2006).
请问难道我朋友又要重新排期等待，或者只是等新指标？这个october是指大概notify的时间，还是只是告诉他新的年度时间？他还要不要重新interview呢？因为我朋友一直在英国，对美国的情况非常不熟悉，所以希望得到有经验的好心人的帮助，多谢再多谢。
