who can I change status during F1 OPT? kill_h1b2006-08-01 16:36:24

My OPT will expire in September 2006. Can I change status to H4 after my OPT finishes (but during 60-day grace period)? Or must I file the change before OPT finishes? Any help is highly appreciated. Thanks a lot.
