I called DOS this morning to express my concern on the cut-off dates for China EB, as suggested by 一曲新词酒一杯. Here is what she said:

I am not expecting any improvement in next month's cut-off date because, as we are approaching the end of this fiscal year, there aren't many visa numbers left. Hopefully, there will some improvement after October 1st.
