OPT processing date float2006-08-07 03:46:42

I check the uscis.gov website and find that the OPT processing date at Vermont Processing Center is still 4/14/2006, based on the 8/3's post and actually no change since 6/20. I applied the OPT in 6/2 and my starting working date is 9/1. In case I can't get the OPT before 9/1, can I get the an temporary EAD card in the local office? If yes, how to find out the local office?
