I have a question about the filing of I-765, the EAD form:

in item 11:
Have you ever before applied for employment authorization from USCIS?


When I graduate from graduate school in USA in F1 visa, I applied for 1 year practical training. I get a card from the INS, is that been counted as applied for employment authorization from USCIS??
