Is it possible EB2 PD 11/2005 and 485 RD 08/2006 TSC poiuy2006-09-15 19:42:16

found many like these cases in gctrail.com TSC EB2. All filed after 11/2005 but have filed 485 already? Why the PD and cutting-off date did not work in TSC?
