In I-130 instruction, under Where should I file section, says: Applicant who resides in the jurisdiction of Baltimore, MD should file I-130 and I-484 concurrently to ...Vermont.

1. My mom is in China now, should I file both form concurrently based on above instruction?
2. If file I-130 first/only, where should I sent to, IL or VT?
