I graduated last May and my OPT started then. I found a job in a
semiconductor IC company in August. And so I missed the H1B petition deadline because the cap had been reached. Although the company agreed to hire me from now to next May and let me leave the company from May to October and then return to the company, it will need to obtain a technology export license for me to start work. My question is, does the US government require an H1B visa to grant the license?
