I want to file Writ of Mandamus towards FBI due to long time delay of name check/background check. In order not offend USCIS, I don't want to list USCIS as defendant. What is your opinion? As I'm in TSC, also as you mentioned in previous posts, Texas distric is tough. You mentioned a case by a woman in Dallas tried to sue on federal court and being turned down. I am not quite clear what you mean by this. Is there any different for different locations? I think the court is federal court. They are should be the same. Correct me if I'm wrong.
