I read the E-file rule as followings:
To petition for an alien worker to become a permanent resident in the United States. This form is filed on behalf of an alien, and not by the alien.

(1)My question is can I use E-file for NIW I-140 form by myself?
(2)Can I concurrent file I-485 with I-140 under NIW, I mean by mail or Efile?

You can file NIW yourseif,but you'd better use mail to file
