Sorry I can't write Chinese now but urgent question. The following paragraph is from US consulate in CJ Mexico.

"Applications for change of status visas, for example, F1 to H1B, F1 to J, etc, provided the applicant has the original change of status notice from DHS. "

Does that mean I have to get the original change of status notice and then I can go to Mexico to change my status from H4 to F1?
