I got letter from Mr David Hardy of FBI on my request of FOIPA( freedom of information and privacy) .
The letter claimed that
To promptly respond to requests we concetrate on identifying main file in the central records system at FBI headquarters. No records response were located by search of the automated indices.
you may file an administrative appeal by writing to the director, office of information and privacy. United states Department of Justices,1425,New York Ave, suite 11050,washington DC, 20530 within 60days from the date of this letter, please cite the FOIPA assigned number to your reqest.
I do not really understand what does it mean?
How can I FILE A APPEAL?
