I am Chinese holding H1B in USA. Need to attend a conference in Canada in April. I know that I will need a visa.

In the Canadian consultes webpage it says "If you are from the United States, Greenland or St. Pierre and Miquelon, you can apply at a Canadian port of entry." Does that mean that I, not a US resident, can do that too?
Thank you very much!

If not, I have to goto L.A. consulate. Could I get the visa same day of application?
