Looks like WOM is still a good sign to do, if your NC is pending at least 2 years (looks like trend is, 2.5 years now). And you either hire a good attorney or Pro Se but be extremely careful in your complaint, especially in your paryer. I have seen many of those plaintiffs making the exact same mistake in prayer asking "approval", which is not allowed in the writ nature of mandamus (1361).
