I was just told by someone (who said he called INS) that if I file H1b transfer after 04/01/2004, I can start work before 10/01/2004 (the time when the official new H1b becomes available) as long as the new employer permits. Is this true? I am currently working in a unversity with H1b visa, because of the h1b cap, I thought I could only work in an industry after 10/01/2004.
