我国内博士毕业之后，直接到新加坡做博士后，然后以J1访问学者的身份到美国一所大学做博士后研究工作。现在办理J1豁免，请教需要办理国内的豁免审批么？并没有在国内工作过，只是做过博士后，这种情况下如何办理？
