USCIS new regulation on RFE and NOID
"USCIS' discretion to deny cases for lack of
required initial evidence without first issuing an RFE, however, will
only extend to petitions and applications that are filed on or after
the effective date of this regulation." The date is 06/16/2007, so please take your careful cautions when prepare you petitions.
