I think money is one of big factors. If they didn't stop it immediately, about 90% applicants will file their cases before July 30, they will lose tons of money. Think about it, USCIS will do the same work, why not stop first and force most applicants to file cases after July 30,They earn much more money in that way. They fooled us, because we are foreigner.
