I work and live in Canada. Since I don't have any employment in the US, I have to file I-140 on my own behalf. Where should I file my I-140 (NIW)? USCIS said before July 30, file to NSC. After July 30, file to NSC or TSC depending on where you live or where you work in the US. However, it doesn't say anything about where to file I-140 if you live outside the US. Does anyone have any idea? Are there any official websites provide the information?
I also heard that it's harder to get I-140 approved if you are not in the US. Is it true?
