关于I-131要不要附上EXPLANATION LETTER
好象PJiang和小白兔的看法不一样. 他们都是坛里的权威, 看到他们的意见不一致咱心里很没底.做了点功课,好象是找到了答案,大家来探讨一下吧.

从这段话是不是可以得出这个结论: 如果你在FILE I-131之前,已经先FILE I-485并收到了RECEIPT,那就不需要EXPLANATION LETTER; 如果你是和485一起FILE I-131,那就需要.
