I just read something online about 485 filing:

在开始使用新的申请地址30天之内（7月30日至8月28日），如果申请人仍然使用旧的申请地址，移民局还是会接受申请。但是8月28日之后，如果申请人没有按照新的规定寄往正确的申请地址，移民局将会退件。

Does this mean that even I live in CA, I can still file 485 to TSC before 8/
17? I know that TSC is sometimes better for 140. How about 485? Any
difference in terms of 485 application between TSC and NSC?
