1.为什么Issued Date 和 Prior to date 一样啊, 那不是一批准就作废吗？
2。为什么 ...into the United States based upon urgent humanitarian reasons or significat public benefit... ？ 也就是说非得紧急人道主义或者公共利益的理由才能回来啊？
