I am quite confused about H1B-transfer from non-profit to profit organization. it posted here and in lawyers website that "H1B transfer from university to company does subject to the H1B quota cap", then why my friend who was from univ and submitted application in February 2004 and got H1B approved to company in May 2004? since as far as i know, the cap for 2004 finished before Feb, right? who can clarify this situation? thanks a lot!
