I desperately need experts' advices here.

After my mom's fingerprint was rejected twice as "illegible", the USCIS asked her to get a clearance letter from County Sheriff's Office. The letter was mailed to USCIS sealed. The denial notice (issued on Jan 24) says the letter didn't cover five years. She didn't know the sheriff's letter's content and was never given another chance to resubmit. She now got a new clearance letter from the sheriff's office which is the same standard format but this time the office added her handwriting saying it covers since 1979.

We have been advised to use I-290B to file motion to reopen. She will send the new clearance letter. How many chances does she have for approval? When motion is pending, should I file a new I-485 application? Can I do this by myself or do I need to hire an attorney?
